Most of the people being stupid without realize the consequences. Such as driving while chatting on the cell, chatting in the middle of the crosswalk, switch lane without blinker, riding bicycle in the middle of the street for being cool and stupid and many more. Well, with the un-consideration act and it might cause an innocent on street in trouble.
Understood, there is a law especially for pedestrian http://www.dmv.ca.gov/pubs/vctop/d11/vc21950.htm but how many of us will follow the rule! In fact, we can witness anytime and anywhere when we are on the street of these bad people behavior.
Well, my advise is to use their humor. If he/she has the right doesn't mean he/she need to behave stupidly on the street.
